  Appointments to Committees and Outside Bodies

 

Report of the Assistant Chief Executive Legal and Democratic Services

 

 

1.0

 

PURPOSE OF REPORT

1.1

 

To enable appointments to Committees and Outside Bodies to be considered.

 

2.0       APPOINTMENTS TO NORTH YORKSHIRE COUNCIL COMMITTEES

2.1       Appeals Committee (Home to School Transport)

Councillor Yvonne Peacock to stand down from the committee and another Conservative and Independent councillor to be appointed in her place.

 

Councillors Steve Mason and Monika Slater to be appointed as substitute members of the committee.

 

2.2       Corporate and Partnerships Overview and Scrutiny Committee

            There is a North Yorkshire Independents vacancy on the committee.

 

2.3       General Licensing and Registration Committee

Councillor Mike Schofield to stand down from the committee and Councillor John McCartney to be appointed.

 

2.4       Statutory Licensing Committee         

Councillor Kirsty Poskitt to stand down from the committee and Councillor John Cattanach to be appointed.

 

Councillor Mike Schofield to stand down from the committee and Councillor John McCartney to be appointed.

 

Councillor Angus Thompson to stand down from the committee and Councillor Malcolm Taylor to be appointed.

 

2.5       North Yorkshire Health and Wellbeing Board

Matt Sandford, Director of Partnership and Place, Bradford District and Craven Health and Care Partnership to be appointed as a representative of the Integrated Care Boards, filling a vacant seat.

 

Mark Bradley, Acting Place Director North Yorkshire, Humber and North Yorkshire Health and Care Partnership to replace Wendy Balmain as a representative of the Integrated Care Boards.

 

 

 

 

 

 

 

 

 

 

3.0       YORK AND NORTH YORKSHIRE COMBINED AUTHORITY COMMITTEE PLACES

The appointments to the York and North Yorkshire Combined Authority committees are as detailed below.  The Combined Authority will confirm the appointments and/or re-confirm existing appointments at its meeting on 6 June 2025.

York and North Yorkshire Combined Authority Overview & Scrutiny Committee

 

The Chair to be determined by the Committee, although cannot be from the same Group as the Mayor. Nominated members may not be Members or Substitute Members of the York and North Yorkshire Combined Authority.

 

Substitutes should be members of the same political group. Where there is no available substitute from the same group, nominations may be made from another group – but the Combined Authority will appoint in such a way to maintain the political balance prevailing at the time of the meeting.

4.1       There are no equalities, finance, legal or climate change implications arising from the recommendations in this report.

 

5.0       REASONS FOR RECOMMENDATIONS

5.1       The appointments are to be made by Council as per the Council’s Constitution.

That the Council confirms the appointments to current vacancies on the committees, as per section 2.0 of the report, as nominated by the political groups.

That the Council confirms the NYC appointments to the committees of the York and North Yorkshire Combined Authority, as per section 3.0 of the report.
